On occasion, when the night has run long, he can be found borrowing his sister's eyeliner across the base and the corners of his eyes.The windswept strands that fall haphazardly across his vision are only tamed by being pulled back into a messy ponytail, no amount of careful preening capable of keeping it in order. The lenses that help augment his near-sighted vision are ill-fit to his face, often needing adjustment, obscuring the sun-speckled freckles that decorate his skin like constellations in the light of day. The spectacles settle on a low-bridged nose that is prone to scrunching when happy or being teased.Far taller than he should have grown were it not for his father's genetics, years of doing physical labor for low salaries has given him sturdily muscular physique with long, clean lines that accentuate the svelte, canine grace of his movements. Nowhere near as large as other more bulky and broad-shouldered men, he's got enough muscles to certainly defend himself in a pinch or start a fight on someone's behalf.
Nestled at his wrist are a delicate constellations of tattoos, a poorly-etched star for each kid helped escape poverty, and the tips of his fingers are eternally ink-splattered.

Luntian makes certain to always be presentable at the office, with his lace-up oxfords always shined to perfection to hide the scuffing and weathering of long use. History
Luntian's story begins in the shaded paradise of the crime-riddled Sunbrush neighborhood, born to recent immigrants escaping their war torn home to give their children the better lives that they couldn't have. His parents had been activists in the Filipino-American War and fled to Tenpei to find a greater sense of freedom and avoid persecution by the new government.Luntian was the secondborn, the one who'd been carried across the sea while his mother was pregnant, and brought into the world with few plans or safety nets but a surplus of love. The darling of the neighborhood, he was frequently escaping his home when his parents were at work to explore and speak with the neighbors. His elder sister put it upon herself to keep him safe and took him along as a young sproutling when she went on odd jobs growing up.The constant chimeral disturbances once they began developing in the city became near to a second teacher to him, letting him access the hearts of people to develop empathy for their plights through seeing the consequences of what happens when people are mistreated. Much of his teenage and young adult years were spent trying to help the people at the heart of these disturbances, but he wasn't able to successfully apply to be an overseer because of his lack of Sight. Fortunately, the director of JCC happened to see things differently, and have a perspective on chimera that closely aligns with his own.

Few people seem as steady as Luntian, unchanged by the world around him as though the suffering that seeks to consume him simply falls off like rain. Even when beset by the poor regard of others, he's always unfaltering in his belief in himself and others. Never losing the cheerful winks meant to encourage others even in the worst of times, approaching adversity with eternally hidden amusement in his lazy, crooked smile.

Tenpei's streets barely wake at Luntian's presence, so used to his presence after so many years. Every footfall seems attuned to the hustle and bustle of the city, as though he's loathe to disrupt the activities of others. It's only when he's noticed that he becomes remarkable to behold.The soft, teasing smile dares even strangers to get pulled onto an adventure with him as his graceful, languid steps coax the world to dance along with his rhythm. The sing-songed accent he carries in English, as a result of being raised primarily speaking Tagalog and Spanish, settles low in his throat as though asking those around him to engage in a secret.

Luntian always does his best to do his best by people, even when he's teasing them it's to make their world a brighter place. This propensity for caretaking originates with the close-knit community he had growing up, which taught him to elevate others alongside his own advancements. He's exceptionally gentle with most people, having a soft demeanor with those who need help or encouragement.

Few know his darkest moments, what drives him forward with the ceaseless compassion that seeks to restore happiness to the shadowed places of the world. This man has no regrets for his sins and instead turns his gaze toward the new days to come. Every moment of darkness rather than light will be accounted for in his final days and he sees no reason to regret the droplets of sin that allowed those more innocent and cherished to flourish.

When ti comes to a scrap, he has limited skill with fighting and firearms because of his rough upbringing.

Luntian lacks the sight, but can often detect nearby chimera. This isn't because of a supernatural ability, bu rather a consequence of having grown up with them for so long that he can pinpoint oddities in the world around him. He's exceptionally fond of chimeras, carrying a great deal of sympathy for them and considering them them an an extension of the people who created them. He tends to attract their presence when nearby as a result of his kind and healing nature.

Luntian was a gentle, kind-hearted child in his youth, wide-eyed about the world around him. Not much has changed there, particularly with his fascination with the myriad forms that chimeral activity can take. But he's always been aware of what's bad in the world as well, knowing that beautiful flowers often grew at the expense of poorer sown sprouts. He doesn't let that interfere with his view of how beautiful the world is, and simply works to try and ease the worst parts of the world. Besides, sometimes it's helpful to remember the world's imperfections rather than pretend it isn't there.

The world itself seems to react to him when in the poorer parts of Tenpei. The lazy tousling of a chimeral wind catching at his hair, the soft chiming of bells in his wake, all manner of chimeral phenomenon seem drawn to his presence as though recognizing the empathy he holds for the suffering that birthed them.

Luntian enjoys having others in his life, but can, albeit a bit regretfully, survive without constant attention. He accepts others into his life out of desire rather than necessity, seeming quite content with his own company, and scarcely seeks the approval of others. As such, some have mistakenly compared him to a cat. but those who know him best will say that his friendly, overtly loyal behavior even toward complete strangers makes him more resemble one of the street mongrels back in the Philippines - just brushed up real nice and put in a suit.

Improving the mood of those around him is always his aim, even when he makes them give an exasperated roll of their eyes.Far from believing that the office ought to be a place to be dreaded, he believes that the atmosphere where overseers work contributes to the emotional energy and performance that they bring out onto the field. As a result, it's common to see him delivering coffee and food to his coworkers, finding little things that improve their day to ensure that coming into work as positive of an experience as possible.

From a string attached to its binding hangs a cheap fountain pen, as he doesn't have the funds to upgrade to a newfangled ballpoint pen.｡˚ ❀ Luntian carries a Steyr-Hahn M1912 for his protection and the protection of the people of his neighborhood. The M1912 is a semi-automatic acquired by his mother during their stay in Tenpei and passed along to him once he became an adult. The unconventional design makes field stripping easy and reloading while moving in the dark is made easy with its top-loading, non-detachable magazine design.｡˚ ❀ Before her accident, Luntian's sister got partial custody of a motorcycle as a bribe by a criminal boyfriend, though it later turned out to be a knock-off imitation of the Brough Superior SS100 she'd been told it was. It's powerful, strong and very pretty, and now that she's bound in a wheelchair, Luntian borrows it from her ex when he can afford the gasoline. Even though he's far from an expert in mechanical repair, he enjoys taking care of the motorcycle's upkeep and getting it moving.

Luntian can be cruel and controlling when given a long enough leash. The desire to see everything in the world working like perfect chaotic clockwork can get pushed too far into the decision to meddle directly in people's lives to get the best result for them. Luntian's care and respect for other people usually keeps this impulse in check, but when permission is given or things take a turn for the dire, he can believe that he knows best and keep those around him yoked to those opinions.

The black rage of wrath has long kept sleeping inside his bones, rarely let out because he believes it's better not to hurt others with the result of his long history of seeing ill-treatment and injustice. But it can come out with a bone-melting flame that seems more akin to a hurricane than a pleasant rain, rarely sated without raising his voice to scream or enacting physical violence. Luntian considers this one of his worst character flaws, someone who could hurt those around him if given enough of a chance. But it simply isn't true - even in the grips of his fiercest emotions, the happiness and safety of those around him still take precedence. Woe to be someone judged unworthy of kindness and get in his way when he's upset, though.Up until the very day that he applied to Jingwei Chimeral Consultancy, it wasn't unusual for him to be well-known with the police in the lower Tenpei areas for violent bar brawls, arguing with law enforcement officers and participating in organized protests for the mistreatment of those around him.Most people who know Luntian wouldn't call him a well-dressed and well-behaved Chimeral Overseer. They'd identify him as a rebellious firebrand with too many jobs to keep his inner demons at bay and a jaded revolutionary whose sweet, patient nature helps buoy those who who need a helping hand.
